I always thought Chii was a cool character, it's been awhile since I've seen the anime.You did a very nice job on her pose it really suits her. You did a fantastic job on her hair and shoes.
A few things that I think you could add that would make a very big difference, is the joint in her knees. Even though you have, good shading the shows the creases in her clothes, I think adding some more colors to her dress would give it more dimension. I would also give her more of a upper lip because her lower lip is too big, so it makes the upper lip disappear.
